Violence Prevention

In June 1998, Superintendent Bennett C. Russell (deceased December, 1999) and Chief John Morgan from the Gulf Breeze Police Department convened the first CEO Roundtable for Violence Prevention in Santa Rosa County. The Roundtable, organized with the guidance of the Florida Department of Education Shared Services Network, included 77 representatives from the Santa Rosa community. This nationally recognized initiative continues today under the leadership of Superintendent John W. Rogers and Sheriff Wendell Hall

Character Education

Character education is the process of helping young people develop good character.   The Character Counts! Organization states, " A person of good character...
  1. Is a good person, someone to look up to and admire.
  2. Knows the difference between right and wrong and always tries to do what is right.
  3. Sets a good example for everyone.
  4. Lives according to the "Six Pillars of Character": trustworthiness, respect, responsibility, fairness, caring and citizenship.
  5. Makes the world a better place.

bulletCommunity-Based Advisory Committee
As part of the Shared Services Violence Prevention Program, the school district hosts an active sub-committee working on Character Education issues. Members of the committee include 18 members from a cross-section of the community. Our partners in this effort include but are not limited to parents, the City of Milton Police Department, Family & Community Educators, the Santa Rosa County Extension Office, Campfire Boys & Girls, the Santa Rosa Professional Educators, Crimestoppers, school guidance, Communities in Schools, Safe and Drug Free Schools, the Rape Awareness Center and the Shared Services Network.

bulletIncorporation into the Student Development Plan for PK-12
School counselors have incorporated the Character Counts "Pillars of Character," the Second Step Violence Prevention curriculum and the Life Skills Training curriculum along with a host of other supporting programs into the Student Development Plan for students in grades pre-kindergarten through 12. (See the Student Development Plan under Guidance) for additional details.

bulletOn-going and Systemic Evaluation

Program evaluation of the character education program includes on-going monitoring of behavioral statistics through the Shared Services Violence Prevention program. In addition, the school district in collaboration with the University of West Florida has completed a doctoral-level study on the Second Step program (see the Second Step Program description for additional details).  In addition, see the following:

bulletCharacter Education Before And After School!
Day care centers and pre-kindergarten programs across Santa Rosa County are utilizing the Character Counts curriculum as part of their daily activities. The Santa Rosa Pre-Kindergarten Interagency Council strongly supports character education.

Students attending the Community School Latchkey Program (before and after school childcare) participate in activities from the Second Step Violence Prevention curriculum.

bulletEvidence of Progress in Character Education
  1. During the 1999-2000 school year, approximately 4,000 students participated in the 4-H Helping the Hungry Program.
  2. 60 middle and high school students are enrolled in the new 4-H Citizenship Club and serving as volunteers in the Santa Rosa County Teen Court Program
  3. As part of the Student Development Plan, all students in Santa Rosa District Schools have opportunities to participate in a wide variety of character building programs and events.

bulletStudent Crimestoppers Program:  437 - STOP (7867) http://www.santarosasheriff.org/ 
Santa Rosa County Crime Stoppers, Inc. is a nonprofit organization supported by community members, local businesses, the area media, local law enforcement and the Santa Rosa District schools. The purpose of Crime Stoppers is to gather information leading to the solution of crime.

The program provides individuals the opportunity to report criminal activities to the authorities without disclosing name, address, or any other information pertaining to their identify. If tip information results in the apprehension of a fugitive or an arrest, the anonymous informant is eligible for a reward up to $1,000. 

As part of the violence prevention initiative, students are encouraged to participate in the Santa Rosa Crime Stoppers program.

During the 1998-99, 1999-2000, and 2003-2004 school years, each school participated in site assessment and training sessions hosted by an interagency committee.

bulletTEAM Training: Techniques for Effective Aggressions Management.
Schools participating in this Crisis Response Team Training designated five staff to participate in a 3-day intensive training program for first line responders. Participants learned techniques to deal with fights, verbal assaults, and other emergency or safety-related incidents.

An interagency team participated in a series of activities designed by the State of Florida Department of Education in collaboration with the Florida Department of Law Enforcement to emphasize and improve school safety.

June 1, 2000: Approximately 100 participants from Santa Rosa, Escambia and Okaloosa Counties participated in an all-day conference at the University of West Florida on June 1, 2000. Topics covered during the conference included:
  1. School Violence: A Law Enforcement Perspective by Gary Yates, the Florida Department of Law Enforcement
  2. Coping with Crisis: Lessons Learned by Scott Poland, Ed.D., National Organization for Victims Assistance
  3. Youth Law Review, by Catina Wilson, Assistant State Attorney, State of Florida
  4. Bullying and Aggressive Behaviors by Linda Harris, a Safe and Drug Free Schools Consultant
  5. Violence Prevention & the Military by Rikki Vidak, Whiting Field Family Resource Center, USN
  6. The Animal Cruelty/Human Violence Connection by Cathy Holmes and Maureen Simmons Licensed Clinical Social Workers
  7. From Risk to Resiliency, A New Direction by Bruce Yates, a Prevention Consultant

October 24, 2000: Approximately 55 participants participated in a workshop lead by Dr. Bernard James from Pepperdine School of Law. The seminary explored the following topics.
  1. Florida Statutes relevant to interagency information sharing
  2. The Family Educational Rights and Privacy Act (FERPA)
  3. Florida laws and how they relate to FERPA
  4. Parental consent forms
  5. Interagency agreements

Sodexho Marriott Services, in partnership with the American School Board Journal, recognizes Santa Rosa School District Violence Prevention Program with the distinction of a Magna Awards 2000. The School District was featured on page 27 of http://www.asbj.com/magna 
To determine the winners of the Magna Awards 200, the judges looked for programs that were:
  1. Developed or actively supported by the school board.
  2. The result of appropriate board involvement
  3. Important in promoting the district's mission and advancing student learning.
  4. Innovative and creative in purpose.
  5. Capable of being replicated by other school boards with similar conditions and resources.
  6. The result of collaboration between the school board and others.
  7. Successful in view of the program's primary objectives.

During the 2000-01 School Year, the CEO Roundtable for Violence Prevention is encouraging all members of the community to participate in a parental awareness campaign. Response from the community has been overwhelmingly positive!

New Policies Related to Violence Prevention
As a result of the Violence Prevention initiative,
bullet A "Failure to Report" clause has been added to the Santa Rosa Student Code of Conduct. This clause encourages student reporting of incidents.
bulletThe School Board has adopted a policy for the use of hand-held metal detectors. 
bulletThe School Board has adopted a policy instituting the use of Integrated Services Teams at every school site. (See Integrated Services for details.)
